Sometimes it makes a lot of sense for system administrator to completely disable the control panel for security reasons and to prevent the user from making any changes to the settings of the computer. This can be easily be done by following the steps below:
STEP 1: Open the Windows Registry.
STEP 2: Navigate the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
STEP 3: Under the Explorer key, in the right pane create a new DWORD value called NoControlPanel and changes its value to 1 to disable the Control Panel and to 0 to enable the Control Panel.
STEP 4: Now if you try to open he control Panel, you will see the following error message.
